Santa Barbara stinks. If it's happening, it's not hidden. I could play you some songs in my folks' garage if you'd like.
If it's not at the Arlington or the Bowl, there's not much going on. Comedy doesn't really exist. Every few years someone will start a Tuesday Comedy Night at a local hotel lounge, then go out of business within six months.
