I think the term "cd-rom" is a joke in and of itself. It's dated for even back then. And it still works now because the point is that they're out of touch, so they'd call a DVD a "CD-rom" anyway.
I don't think DVDs were around in 1996, I first got a DVD player in 1999 and I don't think I was a latecomer to the technology. If they were around in 1996, not many people had them. CD-ROMs though would have been the "cool" technology at the time, and I'm sure there were X-rated CD-ROMs.
One of my favorite jokes in Brain Candy (1996) is when they're like: "the media? What, like newspaper, television, interactive CD-ROM, college radio?" my friends and I quoted that for years. The point is, the term "CD-ROM" was always a joke, as was the format itself. oooh, a five second, postage stamp-sized mpeg of a rocket launch really brought this encyclopedia to a new level!
I'm showing this because it's Jill Talley! and technically this is kind of the Mr. Show thread right?

Another example of what I'm talking about: the "Underground Tape Railroad" sketch. These days, it's really hard to imagine a bunch of college kids sitting around watching "underground" VHS tapes that a friend got for them (actually VHS tapes in general are pretty obsolete). This sort of thing has now been kind of superseded by the Internet and Youtube.
That one is probably the most representative of what you're saying but I think those sketches still have funny jokes in that the type of tapes they're watching are super silly.

I cannot believe that is real. Wow.
We're Earthlings, blow up Earth things!
Another Mr. Show sketch that happened before it aired. From The A.V. Club's review of Peter Criss' book.
"[I]n one of the book’s many sordid revelations, Criss writes that Frehley may very well have performed oral sex on Criss during one of the group’s many coke-fueled orgies. Criss writes that Frehley didn’t discriminate between men and women during drugged-out sex parties, possibly because he was so fucked-up he genuinely couldn’t delineate between actual women and dudes who were awful pretty."
